This position functions organizationally as a PROGRAM SPECIALIST in the Dermatology Program. Together with the Practice Chief, the Program Specialist plans, organizes, and directs all administrative, operational, patient, and personnel activities for the practice.
Duties
Duties include, but are not limited to:
Instructs the providers on the use of new processes and procedures (for example, scheduling) and ensures the proper compliance with all policies.
Develops, implements and evaluates clinical guidelines and protocols.
Assures compliance with Medical Center policies and procedures with daily oversight as well as weekly and monthly audits as well as regulatory agency standards and policies.
Assists the providers of the practice to work within the parameters of the health care delivery systems to increase quality, reduce no-show rates, and comply with requirements of residency programs.
Serves as ADPAC, TL Supervisor and PIV sponsor. Sign time cards, approve time off requests, and attend ADPAC meetings.
Responds to secure messaging emails from patients regarding all concerns.
Participates in Performance Improvement Program as part of team for the practice based on clinical outcomes and measures as well as patient and physician satisfaction.
Analyzes and manages risk for the patients in the practice by observing daily clinic operations and by reviewing any incidents.
Prepares monthly reports on topics such as utilization, access and productivity.
Serves as patient advocate to dermatology patients who contact him/her with complaints or concerns. Investigates and responds to patients' complaints and inquires and works with hospital Patient Advocate when necessary.
Monitors practice expenditures and utilization of personnel in order to assure that resources are used effectively.
Performs needs analysis, data analysis, and utilization reviews in order to forecast and plan future needs of the practice.
Oversees all clinic schedule changes.
Uses VISTA to cancel/restore clinic availability; update recall list, run reports (EARR, consult status, Unsigned note reports as well as other as deemed necessary).
Monitors slot availability.
Audits schedulers regularly.
Ensures that waiting times are within established standards.
Ensures timely inspection of equipment.
Assists in identifying the need for equipment replacement.
Maintains competency in the care and cleaning of all clinic equipment.
Orders and distributes clinical supplies, working with Distribution, Purchasing, and Pharmacy, as needed.
Performs Environment of Care rounds weekly. Puts in work orders for needed repairs, ensures there are no outdated materials on shelves and/or in cupboards, and checks medications in the refrigerator and rooms for outdates.
Maintains supplies for Mohs lab, surgery clinic and Dermatology clinic.
Coordinates waste pick-up.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Preferred Experience - The highly preferred candidate will be able to meet the following preferred criteria: Minimum 2 years outpatient Dermatology clinical experience.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
knowledge of the overall mission and structure of the Bronx VA Medical Center and its various laws, rules, and regulations.
Verbal, quantitative, and analytical skills and an in-depth and up-to-date knowledge of management, finance, and basic accounting, budgeting, planning, health care reimbursement, and financial control.
Strong communication skills, as well as interpersonal skills
Knowledge of VA and Medical Center computer programs, including the VISTA, CPRS, DSS, VSSC and the ability to operate a personal computer and various office automation software programs, such as word processing, spreadsheets, data bases, and presentations.
Knowledge of the application of and methods of statistical analysis and techniques. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) as described above. Physical Requirements: Regularly the work is sedentary, requiring some walking, bending, lifting and filing. In addition, there may be some carrying of light items, such as papers and books.
