About the Position: Serves as Program Analyst (Protocol) responsible for the protocol program within the 20th CBRNE Command (Chemical, Biological, Radiological, Nuclear and High Yield Explosives) and special advisor to the commanding general and staff.
Duties
You will develop and implement a high-level headquarters protocol program and provide guidance to senior leadership and subordinate commands regarding protocol requirements and command policies.
Provide protocol guidance and support to all subordinate organizations in the planning and coordinating of ceremonies, conferences, seminars, demonstrations, tours, and formal visits.
Act as a member of the organization Employee Activities Committee in charge of unit funds for social activities, hails and farewells, luncheons and other fund raising and morale enhancing events.
Serve as primary gift closet custodian responsible for ordering, inventory and accountability of gifts purchased with funds.
Establish and maintain key personnel rosters such as command social roster and key leader roster, etc.
Interpret guidance relating to budget, personnel and travel programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent may be required at times to work extended or irregular hours to meet mission requirements.
- Must obtain and maintain a Secret security clearance
- This position is subject to a one-year probationary period, unless previously met.
- 25% travel may be required for this position.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: Specialized Experience: One year of specialized experience which includes
(1) coordinating official visits and events to include reviewing itineraries for accuracy and managing invitations; AND
(2) providing assistance during facility setup for organizational events or official visits; AND
(3) reviewing an annual protocol budget to ensure appropriate guidelines are followed.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospitality, Management, Business, or Human Resource Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience: One year of specialized experience which includes
(1) managing multiple senior-level official visits to include developing itineraries, coordinating facilities, drafting and sending invitations and managing RSVPs; AND
(2) planning and executing the setup and removal of equipment related to protocol events, including podiums, tables and chairs for seating arrangements, and audio/visual support; AND
(3) advises financial and program managers on difficult problems and provides solutions to control and overcome issues.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
