Duties
Incumbent will serve as the subject matter expert and lead facilitator for AcqDemo and DPMAP training courses for implementation and sustainment functions.
Educates and raises awareness of overall pay pool process, including use of automated tools, etc.
Assists during Pay Pool panel process and advises Director of Human Resources regarding business rules governing AcqDemo performance and pay pool management.
Prepares and presents reports and briefings on program status and planned improvement actions to key executives, both within and outside the command.
Plans, organizes, and directs the implementation and sustainment of operations to multiple directorates within the CECOM-ILSC commands.
Keeps abreast of studies and projects being carried out by other DoD and DA elements that affect CECOM-ILSC, AcqDemo and DPMAP programs.
Prepares, briefs, and defends decision papers or other decision documents in the life cycle of the project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Temporary Duty Travel (TDY) required 25% of the time
- Must serve a 1 year probationary period
Qualifications
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 05 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Program Analyst is $99,200 to $133,692 including locality at the rate of 32.49%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.

To qualify for this position your resume must describe at least one year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1) Managing pay-doe-performance or appraisal systems, such as the Army Civilian Acquisition workforce Personnel Demonstration Project (AcqDemo) and Defense Performance Management and Appraisal Program (DPMAP); 2) Applying evaluative methods to condcut analysis of performance management programs and translating findings into specific corrective actions, such as revised policy or program requirements; AND 3) Developing, modifying, and facilitating directorate training courses, and providing training guidance to organizational employees under personnel pay-for-performance systems.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11 / NH-02).
