This position is located in the Personnel Security Office (PSO), Human Capital Management Office (HCMO), Office of the Executive Director (OED), Federal Trade Commission (FTC). The Chief Personnel Security Officer manages the Personnel Security and Suitability Program (PSSP); coordinates the initiation of background investigations; oversees the adjudication of completed investigations; makes the final decision on the adjudication of suitability determinations regarding FTC personnel.

Duties

The incumbent assists the Personnel Security Specialists by performing a full range of standard and non-standard clerical assignments in the area of personnel security, which includes assisting in the review, evaluation, and adjudication of reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues; conducting the initial evaluation of pre-screening documents, completed background investigations, and related material for determining the suitability, fitness, and security eligibility of individuals for entry on duty and retention in sensitive and non-sensitive positions of the Federal Trade Commission, and referring those with issues or discrepancies to higher graded Personnel Security Assistants or Personnel Security Specialists for review. The Personnel Security Assistant assists the Chief Personnel Security Officer and the Personnel Security Specialists by completing the following tasks: Receive and input new intake cases into the Personnel Security Case Management System (PSCM); Assign intake cases for processing; Review and document investigative case history information from the Clearance Verification System Personnel Investigations Processing Center (CVC)/PIPS; Log and process incoming electronic and manual mail investigative notices, and investigative reports to process or assign for action; Initiate and adjudicate fingerprint results as well as reciprocal and final investigation information in USAaccess; Assist with enrolling short-term employees (e.g. students, volunteers, etc.) in the Electronic Application (eApp) via the National Background Investigations Services (NBIS) portal; Initiate Special Agreement Checks (SACs) via the OFI-86c; Review Risk Designation Work (RDW) Sheet for Contractor nominations to complete designation via the Position Designation Tool (PDT); Initiate eApps to facilitate enrollment in Continuous Evaluation (CE); Complete and submit Visitor Access Requests (VARS) as required for FTC employees visiting external organizations; Process employment/personnel security intake requests for sensitive and non-sensitive positions; Reciprocate existing adjudications via accreditation/collaboration with other federal agencies; Create a Security Awareness and Privacy Training (SAPT) account for applicants; Update HSPD-12 information in the Office of Personnel Management's CVS; Assist with the data entry of case actions and investigative results in the PSCM to facilitate case tracking and collection of personnel security metrics; Respond to customer inquiries for the purpose of verifying security information that may affect clearance and access decisions across other federal agencies; Out process employees in order to maintain an accurate inventory of personnel assigned to the FTC; Ensure that the retention policy is followed for all FTC electronic and physical files, removing and shipping folders as required to Iron Mountain; and Other projects as assigned.

Qualifications

To qualify for a Personnel Security Specialist at the GS-05 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-04 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: responsibilities in performing office work and database maintenance; performing standard and non-standard assignments involving different and unrelated processes or methods in varying sequence; resolving non-recurring problems and meeting deadlines; following guidelines in the form of instructions, manuals, and regulations. OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years education above high school (transcripts required). OR Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Example; The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). To qualify for a Personnel Security Specialist at the GS-06 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Experience processing security clearances, conducting background checks, in-processing or out-briefing personnel, security inspections or investigations, access control, familiarity with Commission policies and procedures. Experience identifying, analyzing and resolving conflict with managers in policy and program objectives. Experience communicating effectively orally and in writing to develop briefing materials, reports and presentations. Experience applying personnel security executive orders, Office of Personnel Management, Office of the Director of National Intelligence, Code of Federal Regulations, and Federal Trade Commission regulations and policies. Experience assisting higher graded Personnel Security Specialists in the review, evaluation, and adjudication of reports of investigations, personnel files, and other records to determine whether to grant, deny, revoke, suspend, or restrict security clearances consistent with national security and/or suitability issues. Experience initiating security clearance investigations for all civilian, contract and student personnel of the Federal Trade Commission; and reviewing, for accuracy, security investigation packages for all employee and contract personnel, for both initial and periodic review, who are required to obtain and maintain eligibility, prior to submission to investigating agencies. To be eligible: Recent graduates must have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply. Veterans who have completed a degree and have an intervening period of obligated service of at least four years in the uniformed services, the two-year eligibility period begins on the date of discharge or release from the uniformed service. The intervening period of uniformed service must have prevented applying within the standard two-year period after completing a degree. You MUST submit a copy of DD-214 showing the duration and dates of service that precluded you from applying due to a military service obligation. Individuals in the Reserve Officers Training Corps (ROTC) who have a four-year service obligation after graduation are eligible to apply within two years of completing the four-year service obligation. You MUST submit documentation outlining your service obligation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has an education requirement. You must submit a copy of your transcripts. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
