As a Security Assistant at the GS-0086-08, you will be part of Facilities, Security & Emergency Management (FSEM), Office of Personnel Management (OPM). If selected, you will be responsible for performing a variety of administrative tasks in support of personnel security, emergency action, building management and physical security programs.
Duties
Initiates security clearance applications in the National Background Investigation Services (NBIS) e-Application (eApp) for all new OPM employees and contractors. Conducts initial review of paperwork for accuracy, errors and completeness. Ensures clearance packages are logged into Personnel database and forwarded to the Personnel Security branch in Boyers, PA.
Assist higher level security specialists in the physical access control system program. This involves receiving and reviewing activity logs, analyzing and identifying potential violations in the access control policy and advising the team leader and program manager for possible remedies of any recommendations to resolve the problem.
Fingerprints security clearance applicants and ensures fingerprints are forward to Personnel Security Branch in Boyers, PA for processing.
Conducts enrollments and activations for personnel requiring the Homeland Security Presidential Directive 12 (HSPD-12) compliant Personal Identity Verification credential.
Issues OPM access badges and updates information in the access control system database.
Logs in and maintains OPM lost and found property. Properly disposes of property not claimed within 30 days.
Logs in, files and maintains security incident reports. Ensures reports are only released to authorized personnel and only after they have been properly signed for.
Issues emergency survival bags to newly assigned employees. Conducts monthly inventory of bags to ensure there are necessary stocks on hand for incoming personnel.
Conducts new employee orientation briefings. Briefs employees on security policy, access control procedures, threat levels, HSPD-12, Property Control Access procedures, the contract Guard Force, emergency call boxes and fire alarms, the Occupant Emergency Plan and the Shelter-in-Place Plan.
Dispatches mechanics on emergency power outage calls. Generate all service calls in the electronic tracking system. Pass service tickets to facilities personnel for assignment to the appropriate technician.
Provides hard copies of the service/emergency calls to the designated representative within a matter of minutes after receiving the request/call. The employee shall generate monthly Preventive maintenance tickets for disbursement to engineering staff for completion of scheduled monthly PM.
Handles reservations for the majority of conference rooms under FSC control. He/she shall assist customers with planning their events, check for availability of areas requested. Contacts the event scheduler to ensure that event is still on and that all of the customers' needs have been addressed. Compiles weekly schedule listing, for all events in all FSC control spaces and distribute to laborers; custodial; BOB staff; Cafeteria; Security; and Facilities.
Qualifications
For the GS-08 Grade Level: You must have at least one year of experience equivalent to the GS-07 grade level in the Federal service that includes all of the following:
Reviewing and closing lower-level investigations to ensure pertinent case requirements and quality standards are met.
Determining if cases require rework for corrective action.
Analyzing investigative forms and reports for completeness, accuracy and compliance with laws and regulations; and analyzing supporting information (documentary evidence, affidavits, testimony, etc.) to identify discrepancies.
Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-08 grade Level.
