This position resides in the Defender Services Office (DSO). DSO administers the federal appointed counsel program consisting of federal defender organizations and private panel attorneys to ensure that the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act (CJA), and other statutory mandates are enforced on behalf of those who cannot afford to retain counsel and other necessary defense services.
Duties
The mission of the Defender Services program is to ensure that the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act (18 U.S.C. 3006A), and other congressional mandates is enforced on behalf of those who cannot afford to retain counsel and other necessary defense services. By fulfilling its mission, the Defender Services program helps to (a) maintain public confidence in the nation's commitment to equal justice under law and (b) ensure the successful operation of the constitutionally based adversary system of justice by which both federal criminal laws and federally guaranteed rights are enforced.
The incumbent of this position will serve as a Budget Analyst on the Administrative Operations Staff financial team. This analyst will be a part of a high functioning team that specialize in the financial management of the defender appropriation's centrally managed funds. This team provides expert guidance and education to DSO and defender organization staff in the following areas: procurement; travel; obligation and disbursement of contract and grant funds; and more. The ideal candidate is knowledgeable in the federal budget process; possesses strong writing, editing, and analytical skills; has prepared budgets; drafted internal budget operations guidance; and is accustomed to working in a fast-paced environment. Candidates that are intellectually curious, self-motivated, and enjoy problem solving will do well in this position.

Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
Using judiciary's financial (and other related) systems.
Utilizing Robotic Process Automation for repetitive rules-based financial business processes to improvement.
Analyzing and reviewing financial information and reports.
Interpreting and applying budget instructions and regulatory guidelines.
Education
