Duties

This Position is located in the Labor/Employee Relations (L/ER) Section, Civilian Workforce Management Branch, Manpower Plans and Policy Division, Manpower and Reserve Affairs Department, Headquarters, United States Marine Corps. This office is responsible for developing, formulating, and implementing Marine Corps policies in the areas of labor-management relations, employee relations, and civilian performance management and incentive awards; for providing overall management and oversight of these programs from the headquarters level. This is a developmental position with a full performance level of NF-04. Advancement to the target grade level requires completion of regulatory requirements if recommended by management.

Qualifications

NF-03 Minimum Qualifications: NAF HR experience preferred. An appropriate combination of education and experience that demonstrates knowledge and skill in labor and employee relations or similar role. Excellent interpersonal skills. Ability to communicate orally and in writing. Excellent organizational skills and attention to detail. This is a white-collar position where occasional lifting up to 20 lbs may be required.NF-04 Minimum Qualifications: At least 1 year experience equivalent to the next lower grade level NF-03.NAF HR experience preferred. Preferred Bachelor’s degree from an accredited college or university in human resources management, communication, or a related field appropriate to the work of position AND three years of experience working with complex labor relation issues, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. working with complex labor relation issues, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill labor and employee relations or similar role. Must have skill applying Human Resources Management principals, concepts, laws and regulations in labor relations. Must have skill to serve as an advisor/consultant to Marine Corps field installations on complex labor relations policy issues. Ability to review policy and procedures to ensure consistency in their application; recommending modifications. Skill to provide authoritative advisory services and develop authoritative policy interpretations. Skill to provide staff advisory services on Marine Corps wide issues pertaining to potential impact of negotiations and third party decisions concerning management rights as defined in the Statute. Ability to resolve unfair labor practice charges and complaints; arbitration of grievances; resolution of negotiable issues; and conformance of labor agreements with applicable laws. Must have consultative skills sufficient to deal with high level Marine Corps officials and officials of other organizations in briefings, consultations, negotiations, hearings and/or other difficult situations. Oral and written communication skills sufficient to present management cases before third parties, negotiate labor agreements and to draft persuasive legal briefs and opinions, Marine Corps Orders, decisions, point papers and a variety of correspondence. Must successfully complete a security clearance to travel and/or complete assigned duties that require access to classified national security information.Eligible for incremental telework as determined by MR/MF policy.
