The primary purpose of this position is to serve as a command headquarters level program analyst, applying strategy, wargames, strategy concept experimentation and strategy integration experience to analyze, assess and develop command positions to resolve strategic issues and coordinate results into wargames for evaluation.
Duties
Applying strategy, wargames, concept experimentation, and military experience, analyzes, develops, and evaluates issues, and develops and coordinates planning products and recommendations to resolve substantive problems (cont. below)
and issues of effectiveness and efficiency of work operations in a major command strategic planning division within the strategy branch.
Documents wargames, strategy concept experimentation and strategy execution/implementation decisions in appropriate formats to meet Air Force and Major Command requirements.
Actively participates in wargames, strategy concept experimentation efforts, and strategy development to improve organizational direction and focus using wargames and strategic studies techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and wargames, strategy concept experimentation, and strategic studies-related strategy sessions with other staff service functions (cont. below)
and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
Maintains a continuous liaison with Air Staff, other service headquarters counterparts and DOD offices to accomplish and integrate MAJCOM wargames and strategic studies planning and execution actions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of the military wargames and strategy development, strategy concept experimentation, execution, and monitoring processes and their associated task orders and databases; expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command wargames and strategy plans and products for conducting all aspects of wargames and strategy development planning, execution and monitoring.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a wide range of qualitative and/or quantitative methods to participate in the generation, assessment and improvement of command level wargames, strategy concept experimentation, and strategic studies plans, processes and implementation procedures required to generate applicable products, execution requirements and deliverables.
2. Comprehensive knowledge of Air Force and command program goals, objectives, and requirements, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of wargames, strategy concept experimentation, and strategic studies planning actions related to actual events, and the relationship of the various command entities involved m overall program planning and execution of military operations and evaluations. This also includes knowing the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations.
3. Knowledge of the application of Air Force airpower, nuclear and global strike expertise as it applies to assigned programs and assigned weapons systems at MAJCOM bases.
4. Skill in designing and conducting comprehensive studies, strategy concept experimentation, and wargames, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of wargames, strategy concept experimentation, and strategy planning and execution in a major command program.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept/implement recommendations for proposals that involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively, both orally and in writing, negotiate complex issues, and maintain good working relationships across a wide variety of personnel, agencies, and organizations. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
