The primary purpose of this position is: To serve as a Resource Allocation Plan Integrator in the Integration Division, Deputy Chief of Staff for Strategic Plans and Requirements at Headquarters US Air Force.

Duties

Applies expert knowledge of the Strategy, Planning and Programming Process (SP3) to the development of the Resource Allocation Plan (RAP). Analyzes and evaluates the effectiveness of strategic priorities and develops fully burdened courses of action to integrate support plans to achieve those priorities. Prepares and presents high-level briefings susceptible to verification as long range support plans are integrated. Maintains a continuous liaison with other Air Staff, MAJCOM staffs, Core Function Leads, Office of the Secretary of Defense, other service headquarters counterparts, and DoD agencies to support Air Force strategic planning.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0343 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Department of Defense Strategy, Planning and Programing Process (SP3). Conduct of strategic planning and development of strategic planning guidance. Knowledge of the Department of Defense planning, programming, budget and execution system (PPBES); knowledge of Department of Defense AF policy and procedures for developing the Resource Allocation Plan (RAP); knowledge of methods for cost assessment, balanced force development, and creating integrated capability solutions; and Knowledge of Defense Strategic Guidance (DSG), the Joint Strategic Capabilities Plan (JSCP), Defense Planning Guidance (DPG) and the Guidance for Employment of Forces (GEF), Air Force Doctrine, concepts of operation, planning scenarios, strategic environment assessments, and expertise as it applies to assigned plans, scenarios and related programs, and knowledge of capabilities, weapon systems, concepts of employment and related support systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Strategy, Planning and Programing Process (SP3). Conduct of strategic planning and development of strategic planning guidance. Knowledge of the Department of Defense planning, programming, budget and execution system (PPBES); knowledge of Department of Defense AF policy and procedures for developing the Resource Allocation Plan (RAP); knowledge of methods for cost assessment, balanced force development, and creating integrated capability solutions. Knowledge of strategic regional and functional end states, Air Force goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of strategic planning actions as related to developing events. Knowledge of Defense Strategic Guidance (DSG), the Joint Strategic Capabilities Plan (JSCP), Defense Planning Guidance (DPG) and the Guidance for Employment of Forces (GEF), Air Force Doctrine, concepts of operation, planning scenarios, strategic environment assessments, and expertise as it applies to assigned plans, scenarios and related programs, and knowledge of capabilities, weapon systems, concepts of employment and related support systems. Knowledge of the relationship of the various Air Force support plans involved in overall planning and execution of Air Force Strategy, Planning and Programming Process (SP3) planning and the manner in which the PPBE process interacts with them. Skill in developing strategic guidance, integrating support plans, accessing 30 year life cycle costs for Air Force Key Capability Assets, understanding the priorities of various Air Force entities and the integration of them in support of senior leader strategic priorities. Ability to gather, assemble, and analyze facts, conduct quantitative and qualitative analysis, synthesize information and draw conclusions, devise recommended solutions, and develop briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Negotiates complex issues and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
