The primary purpose of this position is to develop future concepts and deploy application of current concepts for knowledge and information management throughout Air Force Civil Engineer Center (AFCEC) Headquarters and Geographically Separated Units (GSUs). Recommends knowledge and information management plans, programs, and policy for the management of AFCEC information.
Duties
Plans, organizes, and carries out the activities of the AFCEC Knowledge Manager while ensuring that AFCEC KM systems comply with legal and regulatory requirements and meets customer needs.
Serves as the lead for Freedom of Information (FOIA) and Privacy Act (PA) programs for AF Civil Engineering center.
Oversees the AFCEC Records and Information Management (RIM) program (22 Offices of Record).
Oversees the Activity Distribution Office (Mailroom).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, at least 1 year of specialized experience equivalent to the next lower grade, GS-09, or above or equivalent in other pay systems which includes knowledge of planning, organizing and/ or carrying out Knowledge management activities; Skill in developing reports; Provides advice to higher level staff; Knowledge of record management; and Training Staff.

EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a related field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Knowledge Management (KM) principles, concepts, systems, and tools sufficient to assist in planning and maintaining KM services; to implement, test, and configure; and to instruct customers in accessing these services. Knowledge of Knowledge Management (KM) Programs (records management, PA, FOIA, administrative communications, and other support functions) to assist clients.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods for the efficient and effective execution and maintenance of various programs within AFCEC.
3. Knowledge of knowledge Management (KM), Case Management (CM), and Customer Relationship Management (CRM) concepts, processes, tools, foundation technologies, methodologies, and best practices.
4. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA) as well as knowledge of the FOIA and PA legal exemptions processes, procedures, and guidelines for federal agencies.
5. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation, and techniques.
6. Ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
