This position is located with the National Finance Center, Government Employees Services Division (GESD), Program Management Staff, Project Control Office in New Orleans, LA.
The incumbent serves as an Information Technology (IT) Project Manager for the Government Employees Services Division, Program Management Staff, leading large scale, technically complex projects.
Duties
Prepare and present briefings to senior management officials on complex/controversial issues.
Develop and Interpret policies, procedures in governing and planning projects and delivering programs.
Apply interrelationships of IT specialties, architecture and new IT development and application.
Develop cost estimates and proposals, business cases, and analysis.
Identify, analyze, specific design and manage functional
infrastructure.
Developing acquisition packages to contract for IT service, equipment, products, and supplies.
Develop technical solutions that meet customer requirements.
Project Management experience leading to a Federal Acquisition Certification, FAC-PM Level III or able to obtain within 18 month of entry on duty is required for this position

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13.
Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50s will be accepted.
GS-13: One year of specialized experience, equivalent to the (GS-12) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as an IT Project Manager. Examples of such experience include: 1. Define scope and functional requirements of IT systems. 2. Conducting analytical studies, cost-benefit analyses, cost estimates, proposals, business cases, and analyses of alternatives information technology. 3. Developing engineering change request, project plans acquisition packages to contractor for IT services, equipment, products, and supplies. 4. Managing project implementation to include coordinating and integrating project team tasks and activities and managing resources (funding, manpower, etc.). 5. Identifying standards or requirement for infrastructure configuration and developing migration strategies, system testing, and security assessments, plans, and procedures.
