About the Position: This position is located in the Army Futures Command Headquarters, CL-CFT Integration Directorate.
Duties
Serves as the Supervisory Capability Development Specialist to the CFT Director on matters concerning Army and Joint capability developments processes, operations, administration, office management, security, supply, and contractual requirements.
Responsible for the identification, integration, and tracking of Joint Capability and Integration Development System (JCIDS) processes between the CFT and Headquarters Department of the Army (HQDA)and Joint and Army capability development agencies.
Formulates long-range strategic plans, goals, policies and objectives for the CFT.
Provides an operational risk assessment of the current Army Program Objective Memorandum (POM) through the Capabilities Needs Analysis (CNA) and Strategic Portfolio Analysis Review (SPAR) processes.
Ensures that the plans and programs for all CFT related capability development actions required for system development and fielding are properly coordinated and resourced.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.

Specialized Experience: One year of specialized experience which includes 1) Applying knowledge of maneuver support operations organizations, tactics, existing equipment capabilities, user input, and experimentation to ensure system requirements in documentation (i.e., Initial Capabilities Documents (ICD), Capabilities Development Documents (CDD), and DOTMLPF Change Recommendations (DCR) will resolve the initial battlefield gaps; 2) Applying knowledge of military combat operations, organizations, tactics, and existing equipment capabilities, ensures that system requirements to ensure system requirements will support operations; 3) Planning, organizing, and directing multi-functional, multi-organizational team studies; and 4) Utilizing analytical and evaluative methods to assess, improve, and integrate Joint capabilities development processes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
