You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the In-Service Radar Program Management (PM2), Command Department (00) of NAVAL SURFACE WARFARE CENTER. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).

Duties

As Project Manager, you will develop, implement, and control contractual, financial, and technical aspects of a program through designated phases of the acquisition cycle. You will assist in providing input to processes, management and support requirements. You will coordinate with internal and external subject matter experts for Planning, programming and budgeting requirements for the Budget Estimate Submission, Presidents Budget, and execution of funds. You will manage the program and personnel through coordination of all program reviews to ensure delivery schedules, accountability of obligation and expenditures, logistics products, and contractual status reporting. You will assist the In-Service Logistics Agent with concepts, plans, and management of initial and spare parts, cost requirements, fleet supportability for failed items, engineering change requirements (ECPS). You will plan, organize, lead, and manage production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: coordinating and evaluating acquisition strategies or contracting procedures, including developing or recommendations to improve program operations and increase productivity for radar restoration, cost requirements, or fleet supportability for radar systems.
