YOU WILL SERVE AS THE LEAD FINANCIAL MANAGEMENT ANALYST IN THE COMPTROLLER GROUP, BUSINESS AND FINANCIAL OPERATIONS, TECHNICAL OPS AND SUPPORT DIVISION OF NAVAIRWARCENAC DIV.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will distribute work based on priorities, difficulty of assignments, and capabilities of employees to support customer financial requirements.
You will resolves team conflict in a positive manner while maintaining or increasing team morale.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization?s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You must obtain and maintain required levels of certification and/or license or training as a condition of employment.
Qualifications
Your resume must demonstrate at one year of specialized experience equivalent to the next lower grade level GS-12 or pay band DP-04 in the federal service or equivalent experience in the private or public sector. Specialized experience includes the following: 1) Knowledge of Navy Enterprise Resource Planning Tool (N-ERP) to input and extract financial data for budget planning, formulation and execution; 2) Knowledge of Navy financial systems (i.e. PBIS, RDOCS, PDOCS)to provide analytical analysis to financial situations; 3) Develop spend plans and budgetary requirements with limited guidance; 4) Execute funds following all fiscal laws and regulations; 5) Apply financial laws and regulations to provide advice on sources and uses of funds; 6) Analyze and interpret financial data or related information to develop recommendations to correct gaps and conflicts in the data; 7) Prepare reports to ensure projects are expending funding properly; 8) Review reports, documentation, records, data and other materials to monitor and control obligations and expenditures; 9) Ensure funds are being executed properly through all stages of encumbrance; 10) Evaluate changes in plans and propose new course of action to mitigate deviation from plan; 11) Provide advice to team members and participate in peer-to-peer learning and mentorship; 12) Ability to communicate orally and in writing.
DAWIA Requirement: This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and has been identified as a Career Field K-BUSINESS FINANCIAL MANGEMENT at LEVEL II-PRACTITIONER. You are responsible for meeting applicable DAWIA certification requirements, including maintaining currency in your career field.
