The primary purpose of this position is to Serve as a senior Cyber Excepted Service (CES) civilian personnel (CIVPERS) Specialist. In this capacity, serve as the J1's focal point and program manager for one or more top priority, mission-essential civilian personnel (CIVPERS) programs of a recurring and cyclical nature.

Duties
Serves as J1's focal point and program manager for one or more top-priority, mission-essential CIVPERS programs of a recurring and cyclical nature, as defined in an attachment to this job description, memo for the record, or other approved form by the supervisor and J1 leadership. As required by program cycles, concurrently provides planning and management of activities in support of assigned CIVPERS programs.
Provides expert advisory support on a continuing basis to encourage and facilitate hiring managers' optimal use of existing personnel assets to address staffing challenges. Engages in continuing discussions with customers to keep abreast of changes in their operational requirements and associated emerging needs for new/additional/revised personnel assets.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the wide range of CIVPERS principles and functions, as well as governing regulations, policies, and processes governing the federal civilian personnel life cycle. This work also requires ability to develop and maintain broad practical knowledge of the Command's mission and the supported customers' operations to assess effects on CIVPERS functions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying the full range of Civilian Personnel (CIVPERS) principles, functions, regulations, policies, processes, and tools governing the federal civilian personnel life cycle.
2. Particular knowledge of federal civil service staffing functions, regulations, policies, processes, and tools, and ability to recognize and apply hiring flexibilities (preferably, those associated with the Cyber Excepted Service).
3. Ability to serve as a functional lead for assigned CIVPERS programs and to apply project planning and management skills to optimize the usefulness of these programs in supporting hiring managers.
4. Ability to work collaboratively with technical and functional managers and subject matter experts (SMEs) to identify operationally responsive and practical CIVPERS objectives, strategies, and specific courses of action.
5. Ability to interpret, make appropriate adaptations to, and apply CIVPERS regulations, policies, processes, and standards to address particular organizational and operational challenges.
6. Skill in selecting, adapting, and applying quantitative and qualitative analysis methods associated with CIVPERS management functions to provide performance metrics and trend analyses, and to identify business process inefficiencies and recommend improvements. Ability to communicate complex information on CIVPERS functions, policies and standards in various forms (e.g., during face-to-face meetings as well as in situational and analytical reports and briefings).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
