The primary purpose of this position is to serve as a command headquarters level senior program analyst as the Nuclear Command, Control and Communications (NC3) Weapon System Team (WST) Lead Analyst for Air Force (AF) National Leadership Command Capabilities (NLCC) .
Duties
Mastery of advanced management and program analytical skills. The position will support the AF NLCC/NC3 WST Chief, the Director of AFGSC A5/8 and AFGSC staff in efforts to provide overall direction to DoD and AF NLCC/NC3 WST.
Expert knowledge of analytical and evaluative methods. The position leads development, coordination, and publication of new policy and guidance through AF NLCC/NC3 WST construct activities when appropriate.
Responsible for managing and coordinating AF and DoD NLCC/NC3 events and activities for HQ AFGSC. Schedules and facilitates approximately 48 annual reoccurring AF and DoD NLCC/NC3 WST events, to include working Group, Group, Board, Weapon System Review (WSR), and WST meetings. Manages overall AF and DoD NLCC/NC3 WST construct presentations, to include gathering and synthesizing briefings from DoD CIO and multiple HQ AFGSC directorates and organizations.
Leads and participates in discussions, meetings committees or special projects; presents briefings and prepares recommendations and reports. Facilitates and leads discussion, meetings, committees or special projects and presents briefings and prepares recommendations and reports that may or may not be directly related to the DoD or AF NLCC/NC3 WST construct.
Represents the AFGSC A5CW as the AFGSC Lead Analyst in the AF NLCC/NC3 Configuration Management, AFGSC Point of Contact and Liaison. Establishes, develops, and maintains effective process management for the AF NLCC/NC3 Configuration Management and Configuration Control for maintenance of the AF NLCC/NC3 Weapon System baseline. Meets regularly with DoD and AF NLCC/NC3 partners to ensure the NC3 Weapon System Reviews baseline documents for completeness and accuracy.

- Experience in strategic nuclear planning requirements processes and procedures is highly desirable. Additionally, understanding the AF NLCC/NC3 Configuration Elements and baseline is a plus.
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact that changing technology, policies and the international security environment will have on AF NC3 Weapon System Team responsibilities.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of the critical command plans and programs. Configuration Management/Control process to ensure accountability and processing of documents in a Task Management System with the ability to understand the changes requested and the ability to ensure accurate accounting and database processing. Plan, organize, develop, and lead others in studies, projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Knowledge to understanding, reviewing and analyzing complex NC3 systems requirements, major system changes, cost estimates, interoperability needs, support concepts, and training requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time in grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the current and developing requirements and plans of DoD, JS, COCOMs, AF MAJCOMs, sister services, and NC3 Enterprise Center (NEC) as they relate to AF/NLCC, NC3 and the NC3 Weapon System and associated operations, concepts, policies, and laws, sources, and responsibilities.
2. Knowledge of operational AF/NLCC, NC3 and the NC3 Weapon System activities such as NMCC, VC-25, ICBMs, B-2, B-52, dual-capable aircraft, airborne and space-based ISR platforms, and primary command centers as related to the NLCC and nuclear missions.
3. Knowledge of planning, programming and budgetary processes, acquisition and sustainment processes, cost benefit analysis methods, and analysis of performance data to prepare persuasive long-range planning and programming recommendations in support of NLCC, NC3 and the NC3 Weapon System requirements.
4. Knowledge and ability to apply process improvement techniques and principles to identify problems and generate innovative solutions.
5. Ability to communicate effectively both orally and in writing to identify direct, or coordinate actions required in planning, implementing and executing an operationally focused integrated approach to NLCC, NC3 and the NC3 Weapon System strategic planning activities.
6. Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
