You will serve as a PROGRAM ANALYST in the Strategy, Innovation, and Voluntary Education Division of NAVAL EDUCATION AND TRAINING COMMAND.
Duties
You will serves as the principal advisor and Research and Development/Science and Technology program manager, and Ready Relevant Learning (RRL) Transformation/Innovation Team member.
You will apply research procedures and analytical techniques to conduct studies, which are generally without precedent, and clearly articulate results and findings into briefs and other reports for senior leadership.
Ypu will develop and integrate new and innovative investment strategies to education and training research and development efforts to align with strategic goals and objectives.
You will liaise with high-ranking individuals from educational institutions, research organizations, industry, other services, and organizations to identify learning and training best practices that will benefit the Navy.
You will evaluate the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
You will design, develop, and apply a variety of decision analytics, mathematical and statistical techniques, modeling and simulation, and other analytic methods combined with judgment to solve complex operational and planning challenges.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Formulating objectives and priorities and implementing plans consistent with long-term interests of Force Development (i.e., training, education) that takes into consideration the environment, resources, capabilities, constraints, and goals; 2) Soliciting, assessing, and prioritizing Training and Education gaps and identifying potential projects and solutions to correct issues; 3) Generating and coordinating Program Objective Memorandum (POM) submissions to identify resources/funding required to support program research and projects; and 4) Managing interdisciplinary teams consisting of professionals with diverse expertise and experience to ensure seamless execution of the program
