You will serve as an IT Specialist (PLCYPLN) in the Command Information Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. The organizational title for this position is "Industrial Control Systems (ICS) Infrastructure Support Specialist."
Duties
You will lead/conduct complex and Command-level studies and project development for new, advanced, utilities systems and infrastructure modifications.
You will develop and interpret policies, procedures strategies and Information Assurance requirements governing the planning and delivery of services throughout the agency.
You will apply mastery of multiple IT specialties such as networks, Information Assurance requirements, policy and planning and systems analysis, as well as IT infrastructure in order to apply emerging technologies.
You will coordinate a variety of complex and unusual security issues, providing advice and guidance in implementing IT security policies and procedures in the development and operation of ICS.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 521 within 12 months of appointment.
- You will be required to obtain and maintain a current valid United States driver?s license.
- This position may require travel, up to 25%, from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying advanced IT/OT principles, business process engineering concepts and methods standards, and practices sufficient to lead/conduct complex and Command level studies and project development for new advanced utilities systems and infrastructure modifications; 2) Developing and interpreting policies, procedures, strategies and Information Assurance requirements governing the planning and delivery of services throughout the agency by providing expert technical advice, guidance and recommendations to senior corporate managers; 3) Applying skills and/or knowledge of multiple IT specialties such as networks, Information Assurance requirements, policy and planning and systems analysis, as well as IT infrastructure in order to apply emerging technologies into existing processes and applications; 4) Using project management principles, methods, and practices to include plan development, marketing of ideas, influencing senior managers throughout the government as well as oral and written communication techniques that provide the delivery mechanism for successful marketing of complex IT utilities solutions; and 5) Applying capital planning principles and methods; the enterprise architecture; the organization's IT goals and objectives; policy and planning processes; cost benefit analysis methods; and performance metrics sufficient to prepare capital investment plans to support the organization's mission; draft position papers on IT issues such as the implementation of emerging technologies; identifying and interpreting relevant information including industry standards and practices; developing alternative approaches to addressing issues; recommending solutions; and leading the implementation of management decisions.
