You will serve as a MANAGEMENT AND PROGRAM ANALYST in the OPERATIONS DEPARTMENT (N3) of NAVAL SPECIAL WARFARE COMMAND.
This is position is for Management and Program Analyst: Foreign Disclosure Officer (FDO)/Security Cooperation (SC) GS-0343-13
Duties
When directed, submit requests for Exceptions to National Disclosure Policy and defends those requests before the National Disclosure Policy Committee.
You will serve as the NSWC Foreign Disclosure Officer (FDO) responsible for the health and management of the program, and adherence to Foreign Visit Request (FVR) processes and policies.
You will oversee the network of NSW ECH3 FDOs ensuring adherence to policy and procedures, and requisite qualifications, certifications, and documentation are current. Conduct routine inspections of ECH3 FDO programs.
You will interface with SOCOM FDO and NIPO as NSW?s senior representative on all FDO and FVR-related matters.
You will track (and when applicable, facilitate) all NSW Foreign Disclosures, Foreign Visits, and senior leader engagements with foreign entities.
You will advise NSWC HQ senior staff and leadership on all matters involving FDO / FVR actions or perspectives.
You will routinely review, and when necessary, formulate and/or update official policy and procedures.
You will maintain knowledge and advise lower Echelon operational elements as well as HQ staff and leadership, on NSW-relevant Security Cooperation (SC) mechanisms and associated authorities and funding lines.
You will track and staff major NSW SC initiatives and events, to include overall coordination of NSW JCETs.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is subject to random counterintelligence polygraph examinations.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing interrelated issues of effectiveness, efficiency, productivity of the Foreign Disclosure and Security Cooperations program AND ensure policies pertaining to foreign disclosure, foreign visits, security cooperations coordination are updated/promulgated with national and DOD policy.
