The primary purpose of this position is to plan, organize, manage, and advise others on matters of protocol for conducting distinguished visitor (DV) visits, ceremonies, official social functions and special commanders' conferences. Employee must serve as the Wing Commander's focal point for all protocol-related duties/responsibilities.
Duties
Provides substantive protocol support for all DV visits to Joint Base Andrews Flightline.
Participates in the planning, organization and execution of the arrival and departure activities for high level foreign DV aircraft.
Manages the Distinguished Visitors Lounge.
Performs lead evaluator duties of all functions in training program

- Must obtain and maintain a Secret clearance.
- This position is subject to provisions of the DoD Priority Placement Program.
- This is a drug testing designated position. Incumbent is subject to random testing for drug use.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
- Shift work and emergency overtime may be required.
- Disclosure of Political Appointments.

- Must possess a valid state driver?s license and be able to obtain a flight line driver?s license.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) providing accurate and timely advice and assistance to the Commander, Vice Commander, and Director/Chief of Staff on all matters pertaining to protocol for the assigned area of responsibility; (2) knowledge of the customs, concepts, practices, and regulations dealing with national and international diplomatic formality, precedence, and etiquette such as that gained by extensive experience in working with protocol; (3) applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education that meets the qualifications for this position. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of , and ability to work effectively with other organizations as necessary to plan, organize and direct the execution of foreign and domestic aircraft missions.
2. Basic working knowledge of aircraft servicing requirements, i.e. aircraft servicing personnel, fueling, waste removal, towing, parking, cargo loading and unloading, etc., for a wide variety of domestic and foreign aircraft.
3. Skill in the application of national, international, DoD and agency policy, practices and procedures regarding protocol and diplomacy. Knowledge gained in an Air Force protocol office is highly desirable.
4. Skill in presenting clear oral presentations in a business-like manner, and ability to communicate effectively in writing.
5. Working knowledge of the mission, responsibilities, and limitations of numerous agencies such as Base Operations, command post, Secret Service, Security Forces, State Department Protocol, Customs, Immigrations, and embassies.
6. Skill in working effectively with other organizations as necessary to plan, organize, and execute a wide variety of ceremonial events as well as skills in gathering, evaluating and interpreting information to arrive at valid conclusions, sound decisions, and recommendations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
