This position is part of the, African Development Foundation. The incumbent will be responsible for managing a complex grants portfolio complex grant portfolio with responsibilities that include performing both pre-award and post award functions, setting appropriate work priorities, applying knowledge of organization needs and deadlines, and consistent follow-up to assure receipt of required information.
Duties
Serves as Team Leader and Senior Technical Advisor to the Regional Portfolio Manager and Program Officer.
Utilizes a wide variety of coordinating, coaching, facilitating, consensus-building and planning techniques in completing assigned tasks, and leads in the formulation of the budget guidelines and resources.
Implements and manages Federal Foreign Assistance grants and cooperative agreements and provides grants-related assistance and services.
Performs administrative business, policy, and analytical work associated with Grants Management in awards, and/or obligation of funds for grants, cooperative agreements and other related services.
Balance program and technical needs, grants statutory and regulatory requirements, and the prevailing socioeconomic climate to recommend decisions based on sound business judgment that are in the best interest of the Government.
Participates in overseeing, reviewing, analyzing, and evaluating grants and cooperative agreement applications, plans, and project estimates.
Gather new grant applications and supports the country teams in initial application assessment, due diligence, grant design process, scoring, conducts risk assessments, business reviews and recommends applications.
Reviews and evaluates adequacy of grants, policies and procedures.
Tracks grants, awards and compliance with reporting requirements; conducts program evaluation and periodic portfolio reviews; and makes specific recommendations for grant performance improvement or remediation.
Qualifications
Applicants for the GS-12 grade level must possess one year of specialized experience to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: review grant applications and provide on-going technical assistance and training to grant recipients on program related issues; resolve economic development issues affecting a myriad of enterprises in developing countries to conduct complex and detailed analyses, determine grant effectiveness, and assess proposed grant remediation; and facilitate working relationship among culturally diverse groups that administer and/or have an interest in community development issues.
You will be required to obtain and maintain a Level II certification in Contracting Officer Technical Representation (COR) within 1 year after appointment. Failure to do so MAY result in removal from the position.
