You will serve as an ADMINISTRATIVE OFFICER in the NAVAL HISTORY AND HERITAGE COMMAND of NAVAL WAR COLLEGE MUSEUM.
Duties
You will execute policies, design procedures, assemble information, make recommendations, prepare reports and presentations, and perform administrative functions.
You will provide support to the Museum Director in management decision and controls for financial management/development activities relating to program management, program evaluation and program execution in support of the mission.
You will assist the Museum Director in the design and implementation of policies and procedures within the directorate to manage administrative and personnel-related functions.
You will serve as Contract Officer Representative, preparing Performance Work Statements and conducting analytical support service reviews of contract scopes of work and proposals.
You will serve as the local Training Officer, coordinating training requirements with the Naval History and Heritage Command Training Manager, scheduling employees for training, and monitoring program adherence.
Requirements

Qualifications
GS-11 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Developing, implementing, and monitoring contracts; 2) Analyzing and recommending improvements to administrative programs, management methods, and procedures; 3) Preparing and implementing annual operating budget, including managing purchase card program; 4) Utilizing office automation applications, including Microsoft Office Suite products (i.e. Word, Excel, PowerPoint, Access), to prepare and compose various documents and reports, including routine correspondence, briefings, and responses to inquiries; and 5) Communicating effectively both orally and in writing to internal and external stakeholders of various levels.
GS-09 Level
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Successful completion a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Successful completion of an LL.M. degree that is related to the position being filled.
