You will serve as a Manpower Analyst in the Administrative Department of HELICOPTER MARITIME STRIKE WING PAC.

Duties

You will provide management for the command's manpower and civilian personnel program and provide the staff with tools to make effective decisions with regards to the manpower requirements. You will perform complex analyses of military and civilian manpower and civilian personnel functions within the command. You will provide recommendations regarding military and civilian staffing to the Wing Staff and subordinate commands. You will advise on the impact of manpower changes and recommends possible solutions or alternatives. You will conduct program analysis to ascertain program trends and compliance with program requirements. You will study manpower requirements to ensure appropriate Officer Designators, Additional Qualification Designations, (AQD) and Navy Enlisted Classifications (NEC) meet the skills requirements for the command. You will apply OPM Classification standards to new and existing positions and advise management of recommendations concerning the civilian manpower requirements. You will review all manpower and related projects to ensure decisions are based on accurate and timely data and staffing requirements. You will advise management on potential program problems such as organizational patterns of leave usage or similar program abuses. You will maintain liaison with the Commander, Naval Air Forces (CNAF), Office of the Civilian Human Resources (OCHR) and Human Resources Office (HRO) to review military and civilian manpower requirements.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating military and civilian manpower requirements for an organization to identify and advise on workforce planning issues and develop recommendations to ensure efficient personnel utilization and program operations.
