Duties

The primary purpose of this position is: To serve as a command headquarters level senior program specialist/analyst, applying Air Force military air to ground training range experience, explosive safety experience, explosive ordnance disposal experience, and Weapons Danger Zone (WDZ) experience to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of Royal Saudi Air Force ranges. As Program Manager, plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse range and range safety program for the Royal Saudi Air Force. Weapons Danger Zone Program Management: Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse laser safety program. Reviews and develops Royal Saudi Air Force range plans and specifications for new construction, major building alterations, and/or changes in equipment and monitors project through completion to ensure compliance with explosives safety standards and safety codes. Coordinates range modernization and process improvements.

Conditions of Employment: (cont'd) This is a Term position NTE 31 APR 2025; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includesmastery level knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of weapons and explosives safety requirements sufficient to plan, direct, coordinate, and evaluate a diverse weapons and explosives safety program and advise key managerial personnel on courses of action affecting facility operations, weapons handling procedures, explosives operations, work processes, human-machine relationships, etc., which impact on the safety and efficiency of personnel; Expert technical knowledge of aircraft capabilities, air-to-ground training requirements, weapons employment parameters, WDZ computer systems, WDZ system capabilities and limitations, flight and ground safety; Mastery level knowledge of range operations including EOD methods and procedures, training programs, resources management, safety and security programs, quality assurance methods, and environmental compliance with federal, state, and local programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery level Knowledge of established weapons and explosives safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons and explosives safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of weapons and explosives safety risks. Expert level knowledge of operation, maintenance and support of the Weapons Danger Zone system software capabilities and limitations. Broad knowledge of and ability to use databases, Geospatial graphical interfaces and web based applications. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Extensive knowledge of explosives safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. Knowledge of computer programs, systems, and hardware required for Bombing and Gunnery Scoring. Ability to plan, organizes work, and meet deadlines. Skill to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
