This position is in Office of Enforcement and Compliance Assurance (OECA), Office of Site Remediation Enforcement (OSRE), Program Support Office (PSO). About OECA: OECA Website This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Partial work-from-home flexibilities may be authorized.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as analyzing effectiveness and/or efficiency of program operations; providing guidance to staff on the development and/or implementation of procedures and guidelines; and providing recommendations to management for program improvement. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Skill in developing short-range and long-range program planning and strategy development. Skill in providing oversight and instruction to staff and managing performance. Knowledge of personnel recruitment procedures and special employment programs. Skill in using a wide range of qualitative and quantitative methods for the assessment and improvement of operational and programmatic functions. Ability to summarize data, prepare reports and briefings, and support recommendations to the senior management team. Skill in oversight of records management and Freedom of Information Act (FOIA) compliance. Knowledge of human resources, payroll, resource allocations, performance appraisals, budget formulation, acquisitions, and facilities. Ability to manage and present proposed programs and budget formulation activities. Skill in written communication. Ability to provide guidance and advise on budget execution issues. Skill in preparing fact sheets on office priorities and issues.  Skill in oral communication. Knowledge of administrative laws, policies, and regulations to advise management on complex programmatic matters related to budgetary, programmatic, or operational implications or conflicts resulting from new or changing program activities, directions, or needs. Ability to establish and maintain good working relationships with a variety of stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
