The position is at the Bureau of the Fiscal Service, Deputy Assistant Commissioner (DAC) Information Services, Business Applications & Solutions Division (BASD), with primary responsibility for oversight of IT solutions for various programs and products supported by the division. Major duties include analyzing, planning, designing, implementing, documenting, assessing, and managing IT solutions; as well as aligning technology strategy, plans, and systems with mission, goals, and processes.
Duties

As an IT Specialist (ENTARCH), you will:
- Develop strategies which will translate into tactical decision making, influencing technology implementation and business operations optimization. Provide support for the development of strategies, roadmaps, and plans to minimize technology-based risks and maximize the resiliency and effectiveness of systems and business operations.
- Identify current and potential problem areas; Conduct extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions. Establish criteria for new solutions.
- Participate in committees, workgroups, and task forces to represent the architectural interests of the agency. Provide expert guidance to internal and external business partners and stakeholders regarding current and potential risks arising from design, product, and implementation decisions.
- Cultivate relationships with business stakeholders and communicates and clarifies the target architecture to the organization and executive leadership. Promote and educate customers and stakeholders on the use and value of the IT solution.
- Provide solution architecture guidance, support, and coordination to business stakeholders, application developers, infrastructure engineers, and operations staff.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing Information Technology (IT) work that involves the analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework to align IT strategy, plans, and systems with the mission, goals, structure, and processes of the organization in order to provide enterprise architecture guidance, support, and coordination to customers and IT project teams.
Examples of specialized experience for this position include the following:
- Serving in a senior or leadership role (senior analyst, technical lead, project manager, etc.) responsible for successfully delivering a major IT project.
- Conducting detailed analysis or modeling of a systems current or planned technical architecture.
- Developing and conducting meetings involving presentations to customers, executive management, and/or partners.
AND
Individuals must have IT-related experience demonstrating each of the four competencies listed below.
1. Customer Service, such as cultivating relationships with business stakeholders and providing solution architecture guidance, support, and coordination to business stakeholders, application developers, infrastructure engineers, and operations staff.
2. Oral Communication, such as predicting and advocating for necessary technology investments to ensure the continued resiliency of business processes and facilitating and championing the integration of new and advanced technologies and methods to support program objectives and goals.
3. Problem Solving, such as determining the gaps between the current and the target architecture and developing plans for transitioning to target architecture or establishing criteria for new enterprise architecture solutions.
4. Attention to Detail, such as conducting extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
