The Program Specialist position at Gulf Coast Veterans Healthcare System will be assigned to the Chief of Staff and under their direct supervision. Gulf Coast Veterans Healthcare System (GCVHCS) consists of to serve Veterans across three states, Mississippi, Alabama and Florida.
Duties
Duties:
Performs a variety of clerical, administrative and technical duties/responsibilities in support of the ADPCS with the intent of accomplishing the administrative requirements for the service.
Assists in the development of internal administrative standard operating procedures by researching prior publications, regulations, and recommending new policies and/or changes.
Interprets work materials and determines the extent to which the organization is affected and advises operating officials.
Maintains control of action correspondence; performs follow-up action to ensure timely reply/action.
Receives and logs out going correspondence, reviewing it for correct format, punctuation, spelling, grammatical accuracy, factual correctness, enclosures, dates, signatures, complete addresses, etc.,.
Formulates and recommends changes in administrative policies/procedures with a view toward obtaining maximum effectiveness in the coordination and control of recurring reports.
Assists in resolving administrative problems by researching office files, historical data, etc; withdrawing material for use in preparation of typed materials and/or furnishes administrative advice on the adequacy and feasibility of proposals and recommendations.
Maintain a continual accumulation of all types of data for the use in preparation of a variety of reports.
Compiles and prepares a wide variety of continuing or one-time special statistical and narrative reports from records maintained.
Identifies and recommends performance indicators/goals such as performance awards, leave, equal employment opportunity, suggestions, value engineering, etc.,.
Effectively enhances the ability of the office to support overall mission requirements through developing methods for automating administrative data collection requirements through developing methods for automating administrative data collection requirements and reports considering the interrelationships of reports and multiple uses of data.
Coordinates with staff administrative officer on personnel management matters and with other staff organizations on various administrative activities to obtain information for accomplishment of own assignments or to provide to others.
Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM - Subject to change based on the needs of the facility
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:
Utilizes highly developed customer service skills and abilities evidenced by successful work experience in complex, executive Experience and technical skills provide administrative support level office environment(s).
Acts as the Recorder, by scheduling meetings, preparing meeting agenda in collaboration with the Chair, record and maintain attendance records, consolidate requests from stakeholders, and ensure meeting notices/changes.
Demonstrates experience and ability utilizing Microsoft Outlook and Microsoft Teams, to manage a very busy executive level calendar with constantly competing meeting demands, in an organized coordinated manner, recognizing overlap and/or conflicts, making coordinated adjustments to maximize executive's schedule.
Maintains high volume tracking systems for wide variety of administrative correspondence, reports, congressional communications, inspection reports, project reports, executive office correspondence - and other sufficient to assure awareness of task and activity deadlines for a wide range of operational assignments of self and Executive leadership staff.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
