The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist, analyst, and consultant for the planning, development, implementation, and management of enterprise-wide IT programs/policies/processes supporting AFMC core business processes, enterprise-wide architecture and standards, IT portfolios and AFMC computer network services.

Serves as a senior IT systems analyst and advisor for communications and information initiatives.
Serves as a senior advisor and supports/develops/implements action plans and roadmaps for enabling Information Technology (IT) capabilities and IT investment strategies in support of the command communications and information goals and objectives.
Serves as corporate advisor and supports/develops/ implements IT initiatives in support of communications and information across the command.
Assesses corporate policy needs and develops plans, policy, and procedures supporting AFMC IT activities in support of communications and information goals and objectives.
Represents the organization at conferences and meetings and presents briefings/findings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, , IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
IOR for Information Technology Management Series, 2210 (Alternative A)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-13 grade level in Federal service or equivalent in other pay systems which includes developing, assessing and implementing policy and processes involving the application of software, hardware, data management and analytics. In-depth corporate knowledge of complex information technology systems software and systems development life cycles, including systems documentation, design development, acquisition strategies, and configuration management regulations, principles, and techniques. Utilizes skills in project planning to include, cost, schedule, performance, and risk management.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Detailed corporate knowledge of IT governance and requirements processes and techniques, AFMC missions and objectives, policy and planning formulation processes, and customer business processes and operations in carrying out project assignments consisting of several related tasks.
2. Comprehensive knowledge of capital planning and investment management standards and processes and skill in performing and understanding cost benefit analyses to make sound IT decisions.
3. Comprehensive knowledge and mastery of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, security methods and principles and IT tools, methods, and techniques as well as life cycle management concepts, architecture processes, integration techniques, and testing methods.
4. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
5. Ability to maintain an up-to-date awareness of technological advances and internet technology applications and related security aspects and predict how management and assigned customers can meet future capability requirements.
6. Skill in designing and conducting comprehensive management studies, administrative communications, and preparing solutions to broad, important, and severe customer issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
