The primary purpose of this position is: Serve as Senior Intelligence Analyst (SIA) and Subject Matter Expert (SME) for Signals Intelligence (SIGINT) Analysis & Production (A&P) in the Joint-Force Headquarters-Cyber (Air Force) (JFHQC (AF)), and as first-level supervisor of civilian A&P personnel in the 390 Cyberspace Operations Squadron. *** Salary ranges includes local market supplements ***

Duties

1. Plans, organizes, and directs the activities of the A&P Staff of JFHQ-C (AF), ensuring that CMT/CST A&P elements comply with legal and regulatory requirements and meets customer needs. 2. Exercises supervisory personnel management responsibilities. 3. Represents organization with a variety of installation and functional area organizations. 4. Manages intelligence production.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the 14 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of a comprehensive range of intelligence research, collection methods and analytical applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of USCYBERCOM CMF and JFHQ-C (AF) mission and cyberspace operations theory, doctrine, systems, concepts, laws, regulations, and methodologies and knowledge of safety, physical security, and information security regulations, practices, and procedures. 2. Ability to plan, organize, and direct the functions and staff of a small to medium sized intelligence A&P element within the JFHQ-C (AF), and to provide guidance and oversight of intelligence A&P efforts across subordinate CMTs and CSTs. 3. Ability to communicate effectively, both orally and in writing; to write clear and concise intelligence products; and to deliver written/and or oral presentations to senior level audiences for decision-making purposes. 4. Knowledge of advanced intelligence collection, analysis, production, and dissemination principles, concepts, and methods; to include an in-depth knowledge of SIGINT collection, analysis, and reporting operations and policy. 5. Skill in conducting and managing SIGINT and service command-level reporting programs. 6. Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Incumbent will be subject to polygraph testing as an inherent primary requirement of their position, and must be able to obtain and retain access to NSA/CSS Texas facilities. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
