You will serve as a SUPERVISORY PROGRAM COORDINATOR of a major Department of Defense (DOD) Program office with NAVY SYSTEMS MANAGEMENT ACTIVITY.
This position is in the excepted service and does not confer competitive status.
Duties
You will identify policy topics, conduct research, format drafts and circulate with senior leadership for review of content and issue communication of new and/or revised policies.
You will review ongoing and planned initiatives in light of existing DoD policy and best practices, and will collaborate with operational, policy and legal counterparts at all levels.
You will establish and maintain a system for tracking internal actions and suspense for the organization and a system for tracking travel planning across the organization.
You will create and recommend organizational, managerial, and support positions to the Program Office leadership and execute pertinent actions.
You will establish and prioritize requirements for the supporting contracting, financial, logistics, security, human resources and administrative teams.
You will oversee the creation of long-term programmatic and budget requirements for the PPBE process.
You will oversee contracts as a Contracting Officer Representative while ensuring well defined tasks meet end user requirements
You will collaborate with all members of the program office to acquire, build, and communicate human capital strategies.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment/fail to pass the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain a current valid United States driver?s license.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Coordinating requirements and policy with higher headquarters, Service components, Combatant Commands, mission partner organizations, resources providers, and other Government agencies; 2) Managing policy development, analysis, resource management, customer engagement, human capital management, organizational training and travel, reporting, and briefings; 3) Utilizing project management and organizational skills to include requirements management, schedules, budget, evaluation of deliverables, and training; 4) Applying verbal and written communication skills to include detailed grammatical editing of policies and documents; and 5) Overseeing service contracts.
