Duties
As a/an Budget Analyst, you will:
Serve as a Budget Analyst and participate in budget formulation and execution activities of all REAC programs, administrative appropriations, and assists in the development of procedures and methods related to the implementation of those functions.
Design and conduct analytical studies and field surveys to evaluate the effectiveness of present funding and control procedures in meeting program objectives. Prepare analytical reports relating to program accomplishments against program objectives. Analyze and interpret the impact of new legislation on program areas.
Manage the short and long range (5 years) planning and execution of a multi-year, multi-million dollar budget for REAC.
Develop, recommend, and implement budgetary and financial policies. Draft procedural instructions and policy guidance for use by management officials in planning and estimating funding needs.
Assist in the development of proposals for HUD policies, laws, and regulations and assures all requirements (legislative, budgetary, etc.) are met. Analyze and prepare reports on administrative accounts.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes performing budget formulation and budget execution functions.
Examples of such experience could include:
Identifying and analyzing changes in budgetary and financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives; OR
Analyzing budget and financial program data to develop annual and multi-year budget estimates for assigned programs and activities; OR
Conducting research, identifying, and analyzing trends in the use of funds, and recommending adjustments in program spending that require the rescheduling of program workloads; OR
Assisting program managers and staff officials in interpreting the impact of, and planning for, multi-year financial/budgetary and program changes.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
