You will serve as a SUPERVISORY POSTAL OPERATIONS SPECIALIST in the NAVSUP FLC NORVA GF of NAVSUP FLC NORVA GF.

Duties

You will plan, organize, and oversee postal operations within designated Official Mail Centers (OMC's). You will provide subordinate staff with direction and advice regarding policies, procedures, and guidelines. You will balance workloads and provide overall direction and vision to the subordinates of mail handling processes and administrative issues and the work to be accomplished. You will provide technical expertise and guidance to subordinates regarding postal operations/program. You will compose, prepare, and submit correspondence, administrative documents and reports pertaining to all postal matters, personnel management and other related administrative procedures.

Qualifications

Your resume must demonstrate at least one year of specialized experience performing and/or leading Postal Operations Specialist work equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector providing postal advisory and/or inspection services while ensuring that all postal operations comply with US Postal Service (USPS), Department of Defense (DOD), Department of Navy (DON), FEDEX, UPS, DHL and other premium carriers' directives, regulations, laws, policies and procedures. I have experience and apply a practical knowledge of a wide range of well-established and commonly applied postal and mail management policies, regulations, procedures, and apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems in order to improve the effectiveness and efficiency of mail program operations ensuring appropriate levels of administration, coordination, control, and security are maintained. I prepare a variety of reports related to mail program operations. I also analyze the potential benefits/uses of automation to improve efficiency at command and impact on internal mail operations at the customer activities and provide training to personnel on a variety of postal operations and mail services. I also serve as a technical liaison on technical postal matters within the Chain of Command, the Contracting Officer and/or Customers. Examples of specialized experience may include the following: 1) Issuing and enforcing mail policies at commands; working with the various commands to analyze and determine mail processing requirements; resolving problems and issues and ensuring that the postal regulations and laws are complied with; 2)Oversee the performance of a variety of postal duties including acceptance, screening, sorting, and distributing incoming mail (USPS, FEDEX, UPS, DHL and other premium carriers and messenger mail; processing and checking of all accountable mail such as registered and certified; receiving, sorting, metering, and bundling of outgoing mail; and determining method and class of all unmarked mail; 3) Provides technical direction to tenant activities on postal operations and mail service programs assuring appropriate and correct mail handling procedures are practiced; 4) Analyze and track workload (volume/type of mail), current mail handling procedures and cost of operations as well as assess the impact of additional workload on mail center operations (i.e. staffing, procedural changes, operating costs); 5) Monitor and and evaluate contractor performance using the Quality Assurance Surveillance Plan, ensuring satisfactory and timely delivery within the financial constraints of the contract terms and conditions; 6) Evaluate mail practices throughout a mail complex and develop and recommend new or modified policies and procedures for more efficient mail management operations; and 7) Utilize control measures to prevent unauthorized access or entry into mail facilities and prevent the theft and/or destruction of all mail, equipment and secret and other highly sensitive items Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

master's or equivalent graduate degree

Or

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related
