You will serve as a Financial Management Analyst of NAVAL HISTORY AND HERITAGE COMMAND.
Duties
You will apply comprehensive detail knowledge and understanding of budgetary polices, procedures and regulations, directives, and instructions that impact a wide range of financial management functions.
You will demonstrate knowledge and experience with Government Commercial Purchase Card Programs.
You will demonstrate knowledge and proficiency in the use of Word, Excel, Access and PowerPoint applications.
You will provide intensive knowledge of financial management systems Standard Accounting Budgeting and reporting System (SABRS), Enterprise Resource Planning (ERP), Command Financial Management System (CFMS).
You will interpret budgetary or financial administrative procedures, practices and regulations as required in Financial Management Regulation, Circular A-11 and other related FM guidance, organizational budgetary, and accounting procedures.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring budget execution to ensure availability and sufficiency of funds; 2) Interpreting and applying financial laws, regulations, and policies to ensure operations adhere to financial standards; 3) Utilizing various financial systems to extract financial data for budget formulation and execution; and 4) Recommending methods for the use of funds to support the organization's programs and activities.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
