This position is in the Information Resources Management (IRM) Directorate's Business and Management Resources Division. The position supports the business and administrative functions, including facilitating contracting activities and analyzing administrative and budgetary information. Duties

The major duties of the Management Analyst position include, but are not limited to, the following: Supporting and maintaining the information in inter-related datasets that support administrative operations of the National Park IT organization including procurement, capital planning, supply/inventory management activities. Working with Contracting Officer's Representatives (COR), IT technical experts, budget analyst, capital planners, supply staff, and others both within and outside of the National Park Service. Assisting Contractor Officer's Representatives with documentation requirements and best recommends procurements practices to help the National Park IT organization acquire contracting resources Performing project type assignments in analyzing existing administrative business processes at an in depth level and making recommendations as to where those processes can be improved. Provides higher management with reports, evaluated information, budgetary proposals, and similar products necessary for effective direction of administrative operations. Analyzing staffing requirements maintaining data and supporting onboarding and recruitment activities. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-08/22/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for the Management Analyst position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as meeting all of the following: 1) Developing and overseeing trackers and database; 2) Applying qualitative and quantitative methods to collect, track, and archive data; 3) Performing data analyses; 4) Providing customers service in supporting various procurement related tasks; and 5) Using a variety of computing technologies, (such as Microsoft Office or Power BI). You must include your resume with hours work per week annotated. To qualify for the Management Analyst position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as meeting all of the following: Along with the tasks listed under the GS-12, also: 1) Identifying problems and preparing program level reports and Standard Operating Procedures to assist with improving program effectiveness; and 2) Utilizing common functions, data calculations, complex formula writing or apps, index match and lookup in Excel, Google, and/or Smartsheet, or Power BI applications to facilitate work. You must include your resume with hours work per week annotated. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
