This is a Direct Hire Authority (DHA) solicitation utilizing the Direct Hire Authority for Certain Personnel of the Department of Defense, to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Health Facility Clinical Planner, technical expert responsible for providing clinical solutions for military healthcare planning and design. Acts as Owners representative.
Duties
Perform duties as a technical expert such as providing clinical solutions for military healthcare planning and design
requirements to protect and sustain the force for healthcare facilities (i.e., hospitals, solider and family care clinics, dental clinics, medical laboratories, veterinary clinics, etc.).
Act as Owners representative for Medical Military Construction, Operation, and Maintenance projects worldwide.
Manage multiple projects simultaneously, developing detailed plans, goals, and objectives for an entire life cycle of a project.
Employ creative thinking to formulate goals and objectives and integrates into a project implementation to meet mission requirements.
Provide expert direction and guidance to professional colleagues within the tri-service military, DHA, Veterans Administration, US Army Corps of Engineers, Department of Defense Agencies, contracted architect, and Engineering Firms.
Serve as expert healthcare architectural consultant to project managers on design and criteria matters.
Perform independent studies/assignments for complex programs/projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Secret security clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- In this position you may be required to travel by military or commercial aircraft.
- Complete Financial Disclosure Agreement (OGE-450) upon appointment to the position and annually thereafter
- Must be able to earn the Evidence-Based Design Accreditation and Certification (EDAC) professional credentials.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Health Facility Clinical Planner
Degree: bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-13 level in the Federal service which includes: (1) Provide senior level expertise in planning and designing healthcare facilities such as hospitals, dental clinics, labs, and veterinary clinics. (2) Manage multiple projects and develop standard criteria for integrating healthcare facilities design, space planning and the construction program process. (3) Interpret and implement policies, procedures, and regulations relevant to a healthcare facility design, operations, and construction. The definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-13).
