This is a Direct Hire Solicitation.
This position is located at the Defense Health Agency in Falls Church, VA.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Define and codify section goals, evaluating the effectiveness of activities in meeting such goals and initiate changes to update or achieve strategic goals.
Guide the development of a detailed annual work plan for each employee to ensure the accomplishment and integration of DHA's goals and objectives.
Perform independent nursing and healthcare planning, requirements analysis, concept of operations development, design reviews, and charts for a multi-billion dollar portfolio of hospital and clinic projects.
Develop standard procedures, model administrative documents, and informational material for correction of unusual facility related situations unique to specific areas/installations/circumstances.
Assemble, classify, and summarize reported progress results and present verbally, graphically or in written form indicating current status of nursing and healthcare planning issues, improved processes and reasons for deviations from plans.
Present lectures or briefings and represent Defense Health Agency and Operations and Life Cycle Integration Branch.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

Basic Requirement for Health Facility Clinical Planner, GS-0601-14 position:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical, nursing or clinical field appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience associated with healthcare facility planning and design provisions; aiding in facility planning for efficiency and effectiveness in staff and patient clinical operations.; AND planning, coordinating and evaluating clinical space and equipment requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
