This position is part of the Defense Security Cooperation Agency. The incumbent will serve as the focal point for monitoring, reviewing, analyzing, reporting on accounts and business processes associated with the performance and execution of Security Cooperation activities.
Duties
As a FINANCIAL MANAGEMENT SPECIALIST at the GS-0501-14 some of your typical work assignments may include:
Serves as a Financial Management Specialist within the Financial Reporting and Compliance Division.
Develops, implements and monitors financial management system procedures and is responsible for initiating new ideas and concepts which will improve financial management of Security Cooperation (SC) financial programs worldwide.
Reviews and takes corrective action on all GAO and Inspector General audits of FMF (Foreign Military Financing), Foreign Military Sales (FMS), and Building Partner Capacity (BPC) programs.
Monitors and performs financial analysis of selected FMF, FMS, and BPC accounts to assure optimum use of financial resources in achieving U.S. objectives within legislative and policy constraints.
Initiates new ideas and concepts, which improve the information and financial systems for SC programs.
Serves as the focal point for coordination and execution of Business Process Reviews and Case Reviews for selected program offices within the DoD.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Conducting comprehensive analysis to ensure optimum use of financial resources for security cooperation programs such as, but not limited to, Foreign Military Financing (FMF), Foreign Military Sales (FMS), and Building Partner Capacity;
Leading or participating in the development and promulgation of financial policy and reporting;
Preparing for, leading, and participating in efforts to address audit, financial policy, and business process topics, to include developing and implementing associated corrective action plans (CAP) and similar requirements;
Participating in efforts to adjust, improve, or design information systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
