Job opening: Records and Information Management Specialist

Salary: $112 015 - 145 617 per year

The position is located in the Office of Information Technology (OIT), Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia. OIT is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions of OIT include development, delivery and management of a wide range of information products and services including applications, networking and telecommunications technologies.

Duties

The incumbent serves as the Agency Records Specialist and works closely with the Agency Records Officer. Formulates records and information management guidance for the organization and develops or modifies plans for policy implementation. Employee evaluates incoming records management guidance, determines applicability, and advises management and appropriate staff of modifications. Participates in long range strategic planning. Ensures the disposition and storage of records are consistent with Government-wide policies and procedures. Applying a wide range of knowledge of records management laws, regulations, rules, and procedures. Includes the principles and concepts of information of various phases of records management. Participates in development and implementation of a modern records management program for the paper and electronic records of the Agency. Collaborates with CSOSA's Records Officer and other Program offices on development, records scheduling, and operational management of CSOSA Program Offices records. Develops tools promoting effective coordination of decentralized records management activities to ensure the accessibility and security of CSOSA information. Provides technical guidance for compliance with electronic records management procedures. Maintains proficiency on computerized systems to control records information, tracking, and revision. Provides electronic records management advice to project managers, support staff, and supervisors. Establishing and assessing records management practices to ensure they support the principles of transparency and information sharing throughout the organization and agency. Developing metrics for office's records management program and ensuring sound information governance and accountability measures are in place. Analyzing records management business processes and providing recommendations to improve workflow and create efficiencies by making use of automated tools, systems, and technology. Ensures compliance with electronic recordkeeping requirements, records management applications, as well as the technology challenges of accessing and maintaining records over time. Develops internal procedures for long-term management and storage of electronic records, data, and related files. Integrates records management and archival requirements into the design, development, and implementation of electronic information systems. Maintains and monitors an integrated electronic records management program and prepares guidance on record keeping. Provides records and information management program support and file plan maintenance and coordination. Identifies procedures and methodologies to improve the effectiveness and efficiency in the life cycle management of records and information. Conducts inventories and develops electronic file plans to support electronic record keeping. Ensuring that records management systems are, managed, maintained and accessible in accordance with legislative obligations, through opening, capturing, registering, distributing, indexing, filing, monitoring data entries, amendments and deletions for file registrations, distribution, storage, retrieval, and disposal in a timely and accurate manner.

Qualifications

RECORDS AND INFORMATION MANAGEMENT SPECIALIST GS-0308-13 In order to qualify for this position, you meet all of the following Specialized Experience as stated below. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as managing, evaluating, and maintaining an agency or organization's records management program in accordance with Federal laws and regulations. Demonstrative knowledge of Federal records management laws, regulations, rules, policies, procedures, the principles, and concepts of information governance of various phases of records and information management, and the complete records process and content management framework that supports the entire life cycle of agency records. Experience maintaining and monitoring an integrated electronic records management program for an organization, large business, or agency. Experience managing, storing, and retrieving data, information, records, or files to and from a large database or data warehouse (IT cloud) using an applicable software application. Analyzing records management business processes and providing recommendations to improve workflow and create efficiencies by making use of automated tools, systems, and technology. A Note about experience Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.
