You will serve as a PROGRAM ANALYST (OPERATIONS RESOURCES) in the Operations Directorate division of COMMANDER, NAVY REGION NORTHWEST.
Duties
You will evaluate an organization's operations (e.g., management methods, business practices, utilization of resources) to recommend strategies for operational efficiency.
You will develop guidance on organizational and workforce analysis issues.
You will present reports on issues (e.g., budget, problem resolution, management planning, policy issues) to managers.

Qualifications
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Responsible for the effective management and delegation of duties for the following regional office activities. These activities include budget and purchasing, timekeeping, financial control and cost accounting, oversight in tug and service craft maintenance and overhaul costs, and scheduling; 2) Analysis and reporting, manpower & staffing, budgeting and financial planning requirements, and purchasing and contracting; 3) Responsible for execution of budget and long range planning for program services within the Northwest Region; 4) Interpret and apply policies, regulations, directives, instructions, and procedures governing the work of the Operations organization in order to provide alternative recommendations, advice, and guidance and 5) Responsible for the promulgation of schedules for use in repair, advance planning, methods of operation, and schedules for the various phases of the repair/overhaul of craft, barges and facilities, and serves as a technical consultant for changes in planning, facilities, and budget functions. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develops multiyear and longer range work plans and program budget, includes direct and reimbursable, and ensures correct input in the approved system; 2) Responsible for determining long and short range funding requirements; 3) Serves as the Subject Matter Expert (SME) for credit card process and trains new employees as required; and 4) Must have background and practical knowledge or experience in industry language and terms, sufficient to enable incumbent to effectively communicate with higher authority personnel, military, civilian, and contractors concerning operational functions and support services. Education
For the GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
I have successfully completed a Ph.D. or equivalent doctoral degree.
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
I have successfully completed an LL.M. degree that is related to the position being filled.
