Duties
Serves as an advisor to Director SL Cross Functional Team (CFT) (GO or SES) management officials and staff on military and civilian personnel issues.
Advises managers in preparation of position descriptions (PDs) and assuring that PDs are adequate for classification purposes.
Provides advice on staffing matters, including management options and alternatives with regard to recruitment, selections, advanced-in-hire rates, and other personnel actions.
Manages the Table of Distribution and Allowances (TDA) for the CFT.
Manages the military and civilian-rating program for GO, SES, Officer and NCO, GS, and DCIPS employees.
Responsible for analyzing, recommending, and advising on a variety of personnel management services essential to the direction and efficient operation of the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Temporary duty travel (TDY) up to 10% of the time is required.
- One-year probationary period may be required if not already completed in accordance with 5 CFR criteria.

In order to qualify, you must meet the education/experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Assisting in the implementation of strategies for workforce planning, training, or other culture components; 2) working in one or more of the Human Capital programs including; recruitment, outreach, workforce development or talent management; 3) Ability to interpret and apply laws, regulations, policies, and practices to provide advice and guidance on a variety of human capital functions; AND 4) Assist in the analysis, evaluation, and recommendation of appropriate resolutions to human capital problems and issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business, Industrial or Organizational Psychology, Human Resources Management, Industrial and Labor Relations, Organizational Development, Economics or other related degree. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.???????

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
