This position is located in the USDA- Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division (GESD) in New Orleans, LA. The incumbent serves as a Chief of the Systems Requirement Branch within the National Finance Center, Government Employees Services Division, Mainframe Applications Directorate, with delegated responsibility for directing, planning, implementing, monitoring and evaluating assigned GESD programs and activities.

Duties

Provides leadership and guidance to staff in establishing priorities, developing plans, meeting established deadlines and resolving problems. Develops policies related to assigned program responsibilities and ensures that assigned branch staff follow established industry and Branch information technology standards and polices. Assesses the impact of proposed changes on systems, assigns responsibilities, and develops a recommended plan of action for implementing appropriate changes. Evaluates technical staff and administrative support staff, and serves as the rating official on evaluations of employees. Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit. Serves as a senior member in Division strategic planning activities and plans a key role in developing the resource management plan, annual performance plan, and the requirements for the Division capital and operational budget.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: GS-14: Merit promotion applicants are required to have have held a GS-13 position or equivalent for at least one year to be eligible for the GS-14. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Specialized Experience:GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Supervisory Information Technology Specialist. Examples of such experience include: 1) Performing detailed system designs and development of the functional systems requirements for all new, redesigned or modified segments of systems supporting NFC's Payroll Personnel and Insurance Lines of Business; 2) Experience investigating complex IT problems identified by an agency, and providing analysis regarding feasibility, costs and alternative options; and 3) Experience in all phases of the development lifecycle. AND (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
