About the Position: This position supports Resource Management at Naval Health Clinic, Patuxent River, MD. Incumbent will serve as Deputy Comptroller. This is a Direct Hire Solicitation

Duties

Analyze and interpret financial statements and reports. Assist in the resolution of problems pertaining to various financial management missions. Analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Implement legal and regulatory controls over approved budgets. Provide advice on effective and efficient methods for the acquisition and use of funds to support the organization?s programs and activities. Review budget requests. Utilize automated financial systems to enter, retrieve, edit, review, or analyze budget data. Assign work to subordinates based on employee's capabilities, priorities and difficulty.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within the required time. Failure to obtain and maintain certification may result in adverse action.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting with the development of budgets for assigned department or directorates within an organization; utilizing automated financial database and software systems to analyze financial data and obligations; assisting in workload distribution for subordinates; and assisting with providing advice on acquisition and use of funds to support an organization's programs. Although not required, a Certified Public Accountant (CPA) or a Financial Management or Accounting degree is preferred. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
