You will serve as a CONSTRUCTION MANAGER in the CAPITAL IMPROVEMENTS BUSINESS LINE of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

Duties

You will review quality control plans and assessments of contractor performance through field surveillance and documentation procedures. You will prepare quality assurance reports for site visited. You will review contractor submittals including shop drawings, samples, data, etc.; accident prevention plans; and quality control plans for compliance with contract documents. You will assist in preparation of Project Management Plans (PMP) and changes to the PMP baseline scope, schedule, and budget. You will determine the need for and propose contract modifications and substitution of materials. You will prepare cost estimates for modifications and participate in negotiations involving time extensions and impact of modification on project schedule.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level or pay band in the Federal service or equivalent experience in the private or public sector. GS-12: Must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: 1) Implementing quality assurance programs to ensure safe and timely completion of construction contracts within project schedule and budget, AND 2) Performing contract administration in accordance with contract requirements (i.e. monitor construction progress, determine contract modifications and costs, review and assess contractor's claims and requests for payments).
