This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Anniston Army Depot is located in Anniston, AL in the foothills of the Appalachian Mountain chain halfway between Atlanta, GA and Birmingham, AL just off interstate 20. The Depot is the largest employer in Calhoun County with approximately 4000 employees
Duties
Serve as a point of contact in establishment and operation of the installation's PATHWAYS program.
Monitor, evaluate, and approve training plans for PATHWAYS students in the various core skills at the depot.
Discuss proposed programs with management officials to assure that training properly addresses performance problems, and that proposed programs are feasible in terms of time frame, manpower, budget, man-hours, and facilities.
Serve as Contracting Officer Representative (COR) for the Tuition Assistance Contract for Technical/College Program, coordinating efforts with appropriate school officials.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of occasional travel to on and off post locations.
- This position is subject to completion of a favorable background checks. Background checks must be successfully completed and maintained including Child and Youth National Agency Check with Inquiries (CNACI), and the Crime Control Act.
- This position requires successful completion of CYS Services Employee Background Check Re-Verification every 5 Years.
- This position requires Immunization Screening for the health and safety of those in the facility as determined by medical authority.
- The position requires the incumbent to successfully pass a medical examination upon entering the position.
- This position requires the incumbent to disclose Medical, Dental, or Mental Health Information to the appropriate Medical Authority during examination.
- This position requires the incumbent to work both in and outdoors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes coordinating all functions of the internship programs for the installation for high school, technical college, two-year college, and four-year university programs; coordinates recruitment and placement efforts with colleges and universities for white-collar intern students; serves as the liaison to college intern students, supervisors, and managers in areas where interns are assigned.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
