The primary purpose of this position is to as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to DoD Cyber Crime Center (DC3), Defense Computer Forensics Laboratory (DCFL).
Duties
Plans, organizes, and directs the activities of DCFL.
Exercises supervisory personnel management responsibilities.
Represents DCFL with a variety of installation and functional area organizations.
Conducts examinations of computers. and media generated by computers to develop evidence as an expert in the specialty area of forensic computer science.

- Selectee will be subject to a Single Scope Background Investigation (SSBI) and must be able to acquire and retain a Top Secret clearance with Sensitive Compartmented Information (SCI) access
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters
- Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.
- Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days and longer
- While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel
- Incumbent must possess and maintain a valid state driver's license
- While conducting required coordination with AFOSI field units and national-level counterparts, incumbent will frequently be required to travel, by vehicle, throughout the metropolitan Washington DC area
- This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the public
Qualifications
In order to qualify, you must meet the Information Technology (IT) Management Series, 2210 (Alternative A) Individual Occupational Requirements (IOR) described in the Office of Personnel Management (OPM) Qualification Standards.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE FOR GS-14: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of computer forensic analysis oversight, computer forensic analysis techniques, the creation and review of computer forensic analysis reports, the teaching of computer forensic analysis techniques, and appropriate computer forensic analysis documentation procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of computer forensic analysis oversight, computer forensic analysis techniques, the creation and review of computer forensic analysis reports, the teaching of computer forensic analysis techniques and appropriate computer forensic analysis documentation procedures.
Knowledge of safety and security regulations, practices, and procedures. Knowledge and experience in the development of computer programs and algorithms. The employee must be able to write programs in "C"', "C++", UN IX Shell Scripting Languages, or Pearl. Knowledge of data encryption/decryption algorithms is desired. Also experience with pattern matching and string search algorithms is desired.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate electively both orally and in writing.
Knowledge and experience with computer operating systems is required. The employee must know how they store information. The employee must have direct knowledge and experience with PC operating systems (Windows 95/98/NT), Knowledge of other older operating systems is desired. Knowledge of network standards and operating systems (TCP/JP. Novel. Windows NT and UNIX Networking) is desired. Previous experience as a system administrator is desired.
Knowledge of computer hardware to the component level is required. Knowledge of computer hardware (Internal workings of hard disks. tape drives. floppy disk drives. and computer memory) is required. This also includes knowledge of interface standards for these internal devices. The employee should be familiar enough with personal computer hardware that they could be handed a box of pans and put one together.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
