Duties

You will advise financial management staff on the application of funding policy and regulatory requirements. You will evaluate the financial management of programs (e.g., manpower, resource management) to determine compliance with established policies. You will advise employees on financial, accounting, or budgeting program goals and objectives. You will interpret, analyzes and advises others on financial policies, regulations and procedures to ensure compliance with laws, regulations, and policies, and efficient use of resources to meet organizational goals and objectives. You will analyze financial data from multiple sources to develop a corrective course of action. You will supervise the development of goals or objectives related to management of finances, accounting, or budgeting.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating budget, accounting, and financial management programs for compliance with financial policies and regulations; developing and implementing financial policies and procedures; negotiating funding requirements; and providing guidance on the development of an organizational budget.
