The primary purpose of this position is to: Provide expert guidance to management and staff personnel relating to policies, priorities, practices, and procedures ensuring smooth and efficient operation of the Joint Training and Exercises Division and exercise limited supervisory responsibilities over a small staff.
Duties
Provides input on the development of a vision and strategic plan for the Joint Training and Exercises Division, including the development of goals and objectives that will enable the Division to accomplish its mission and bridge the gap between the present and future organizational requirements.
Remains abreast of constantly changing situations and monitors all current operation, Reviews all correspondence and other materials prepared for the information and signature of the Division Chief for appropriate content, coordination, routing and coordination of staff actions
Serves as principal manager for all budget and contracting matters. Initiate, review, staff, and recommend budget actions for the Division Chief's approval. Initiate, review, staff, and recommend contracting actions for the Division Chief's approval.
Analyze problems and other issues to determine the best and most appropriate course of action. Collaborates with the Division Chief to develop, analyze, evaluate and review projects relating to improving the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, and other Division administrative issues. Formulates plans and provides managerial expertise regarding all aspects of staff operations throughout the Division and supports all assigned programs
Exercises supervisory personnel management responsibilities.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes necessary expertise in a wide variety of fields associated with the National Guard, including an in-depth understanding of training, training theory, Joint Service and domestic exercise theory and practice, training management, delivery and integration of complex live, virtual and constructive training technologies. Additional, individual must possess an in-depth understanding of organizations at the federal level across the interagency in high level, often unstructured discussions, meetings and working groups; Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical plans and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Thorough knowledge and understanding of Directorate and Division goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies of National Guard Exercises, training, and operations for all NGB assets and forces.
Comprehensive knowledge of training, training theory, Joint Service and domestic exercise theory and practice, training management, delivery and integration of complex live, virtual and constructive training technologies
Knowledge of a wide variety of techniques for fact finding and analysis, and expert skill in planning, organizing, directing, and conducting complex efforts, as well as skills in justifying or resolving matters involving significant or controversial issues.
Understand advanced management and organizational principles and practices in order to evaluate long and short-range projects, develop and present recommendations to especially broad, important, and severe management issues;
Extensive knowledge in programmatic planning, cost models, budget preparation and execution as it applies to preparing/reviewing operating and capital expenditures; Perform studies to estimate cost, analyze risk, and develop Program Objectives memorandum (POM) submissions.
Extensive knowledge in contracting and program management. Understand the roles and responsibilities of a Contracting Officer Representative or Contracting Officer Technical Representative: Experience with Acquisition Plans, Performance Work Statements, Independent Government Cost Estimates, Quality Assurance Surveillance Plans, and records a Determination of Non-Personal Service.
Ability to communicate ideas, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to a variety of audiences including management, professional, technical, and administrative at all organization and hierarchical levels with equal facility and clarity; Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
