About the Position: Serves as the Supervisory Sexual Assault Response Coordinator (SARC), assisting the Lead SARC in managing the Sexual Harassment/ Assault Response and Prevention (SHARP) Program for a typical serviced population of at least 10,000 which includes Soldiers and Family members, as well as Department of Army Civilians, for the SHARP Program Office at Fort Carson, CO.

Duties

Ensure the implementation of the Lead Sexual Assault Response Coordinator's (SARC) guidance on the execution of the Sexual Harassment /Assault Response and Prevention (SHARP) Program within their area of responsibility (AOR). Confirm the SHARP Program's compliance with law, regulation, policy, and guidance. Coordinate the resourcing and sustainment of the SHARP Program. Provide program management support, such as strategic planning and policy development, coordination of action plans for both prevention and response, providing assistance to Army units, and conducting analysis of effectiveness for the SHARP Program Supervise all SARCs and Victim Advocates (VAs) within their respective AOR; assign work to subordinate SARCs and prevention personnel based on priorities, planning the work to be accomplished, and evaluating work performance. Provide updates to Lead SARC on the status of case management, victim advocacy, response, and personnel management of SARCs/VAs they supervise. Assist the Lead SARC with administrative operations to include hiring and training requirements for all SARCs and VAs they supervise. Conduct case management activities, to include prevention, response, victim advocacy, reporting/investigative procedures, and decision points related to SHARP.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Background checks against all records required by law, Office of Personnel Management, Department of Defense (DoD), and Army policy or regulation will be conducted prior to entering on duty in the position.
  • In accordance with governing regulations, additional checks will be performed on a recurring basis while employed in the position.
  • Favorable suitability determination on a Tier 3 Secret background investigation required.
  • Incumbents in these positions are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Must attend and graduate from required Sexual Harassment/ Assault Response and Prevention (SHARP) training courses within six months of employment.
  • While waiting for training or completion of certification, the employee may be reassigned or detailed to a position that meets the employee?s qualifications and skills.
  • The detail or reassignment will be without promotion or demotion and will be until the DoD Sexual Assault Advocate Certificate is provided.
  • Must maintain an active Department of Defense (DoD) Sexual Assault Advocate Certification Program (D-SAACP) certification and up-to-date commander appointment orders prior to having any victim contact or access to victim information.
  • In the event that D-SAACP certification expires, is suspended, or is revoked, the individual is not authorized to serve in any SHARP position or perform SHARP duties until D-SAACP certification is reinstated.
  • Must possess or obtain and maintain a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • May be subject to occasional 24/7 on-call Sexual Assault Response Coordinator (SARC) responsibilities.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • The incumbent will be required to maintain a 24/7 duty phone.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) applying legal, regulatory, and program guidance to the management of sexual harassment/assault cases; 2) coordinating the provision of care for victims through proactive assistance/advocacy efforts; and 3) implementation of prevention activities based on data analysis that promotes the reduction of sexual harassment/assault and associated retaliatory behaviors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
