This position is located in the Department of Program Services (DPS), Associate Director's Office. DPS provides a broad range of services supporting the mission of the Administrative Office (AO), to include support for judges and chambers staff, court unit executives and court programs, and the critical supporting functions assigned to each of these programs, systems, and service areas.
Duties
The Budget Analyst in the Department of Program Services (DPS) Associate Director's (AD's) Office will be responsible for high-level oversight and coordination of the budgetary requirements from an inter-office and inter-departmental functions. The selectee shall perform a wide variety of financial management tasks in support of the Department's and AD's Office budget and finance related operations. This individual will be an expert analyst and advisor to the office and the other offices within the Department and the Administrative Office (AO). The analyst will be responsible for overseeing and coordinating budget formulation and execution, allocating resources, monitoring spending, and producing financial projections, special analyses, and reports on budgetary issues within the Department and AD's Office.
Duties of the position include, but are not limited to:
Providing support on a full range of budget, procurement and contracts, human resources, communication, and analytical services within the Department.
Overseeing and coordinating the development of Department's annual budget request, justification, and re-estimates.
Performing analysis of Department's project and program spending, including projections of current or proposed spending.
Overseeing and coordinating the preparation the Department's annual financial plan in coordination with other DPS Offices with responsibility for formulating and executing budget plans, monitoring expenditures, and conducting budget trend analysis.
Advising the Associate Director and Chief of Staff on business aspects of office operations.
Identifying solutions, implementing improvements, and carrying out corrective and preventive measures to ensure that quality work products are produced, and deadlines are met.
Managing and preparing recurring financial and spending plans, conducting trends analysis, and preparing various reports.
Coordinating and working with the AO's procurement office, managing the office's procurement efforts, including the use of the purchase card and all contracts, as needed to include aligning the budget to the procurement plan in accordance with procurement guidelines/laws.
Working with the AO's procurement office.
Writing and preparing reports, correspondence, recommendations, office guides, and manuals.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in All of the following areas:
Experience with the federal budget process;
Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint;
Analyzing detailed accounting and statistical information, processing analysis tools and structured problem-solving techniques; and
Evaluating the effectiveness of the full range of fiscal management budgetary functions and exercising judgment in planning and carrying out all phases of budget formulation and execution processes.
Highly Desired:
Advanced analysis skills using Excel or a similar analytic tool, including the ability to perform conditional summations, data indexing and matching, data error identification and cleaning, conditional formatting, table referencing and lookups, data filtering, data visualization, and use of pivot tables.
Knowledgeable about the federal government's budgetary processes (knowledge of the Judiciary's budgeting process is a plus).
Knowledge of federal budget cycles, processes, and congressional budget justifications.
Knowledge of remote/virtual meeting environments such as Zoom and Microsoft Teams.
Strong organizational and problem-solving skills (e.g., time management, communication, setting goals, delegation, working under pressure, self-motivation, analytical thinking, and attention to detail).
Strong proficiency in Microsoft Office applications, including Word, PowerPoint, Excel (Advanced), and Outlook.
