You will serve as a MANAGEMENT ANALYST in the NUCLEAR PROCESS AND PROGRAM SUPPORT BRANCH (CODE 2301.4), ASSISTANT NUCLEAR ENGINEERING & PLANNING MANAGER (CODE 2301), NUCLEAR ENGINEERING & PLANNING DEPARTMENT (CODE 2300) of NORFOLK NAVAL SHIPYARD.
Duties
You will analyze technical, quality, administrative, financial and scheduling data/information related to nuclear workload, integrated hiring plan, departmental productive capacity and budget.
You will prepare statistical reports for briefings for management.
You will collect data to provide sound recommendations and accurate information to Division Head.
You will develop and perform analysis of various systems data.
You will maintain the shipyards nuclear strategic initiatives, current trends and emerging problems that may require resources allocation or departmental action.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing statistical reports, noting variances and assisting in determining cause and effect for reports and briefing materials for management.
Experience using analytical techniques and evaluation criteria for improvement of program effectiveness and organizational productivity.
Experience using software to develop statistical data and produce management reports.
Experience preparing and interpreting necessary solicitation documentation, reports, and correspondence to provide to the department.
Experience evaluating, recommending or providing advice to include resolutions related to nuclear workload, training, estimating, and budget.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience preparing official correspondence and interpreting data/reports and resolving problems.
Experience adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and organizational productivity.
Experience developing and performing a validation system to ensure quality data is reviewed, properly categorized and validated for accuracy prior to being part of the automated systems for trend analysis.
Experience preparing project papers, reports, graphs, charts, and skill in organizing and delivering same to managers to ensure understanding and acceptance of findings and recommendations.
Demonstrating broad knowledge of shipyard organizations and functions as related to Nuclear Engineering workload forecasting and resource allocation functions.
Utilizing metrics, performance indicators, and a working knowledge of statistical process control are required.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:GS-11:Successful completion of a Ph.D. or equivalent doctoral degree

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

Possession of a LL.M., if related
